EPA Public Availability Session ....Midvale Slag

Fran Costanzi, EPA gave us a status presentation.
The Consent Decree for Midvale Slag was entered into the courts yesterday November 16, 2004. This means it is signed and approved.
The mixed smelter waste design has begun. The contractor is ENTAC and Liz Skaggs is the contact. The category I materials will be removed from the site. Buildings will be demolished, the mixed smelter waste and slag (category II and III materials) will be re-graded across the site and be covered with common fill, cover soil and re-vegetated.
The Ground Water Design is done and Riparian Zone Design is in the works as are some ROD modifications to OUI and OU2.
The redevelopment process has begun.
The OU2 portion of the site will have a minimum cover of 2 feet of Slag, 12-18 inches of common fill, 6 inches of cover soil and seeded with native grasses.
As the materials are moved and placed they will be compacted to geo technical specifications.
ENTAC will mobilize and begin site preparation after Thanksgiving. There will be 6 air monitoring locations. A baseline test will be performed for about a week. An office compound will be set up in December when a water connection is provided.
There will be a Decontamination area that all trucks will go through prior to hitting the city streets, A silt fence will be placed around the perimeter for protection. All monitoring wells will be abandoned.
The trestle area will be filled in with slag and clean fill. The schedule is 12-16 months. Following the remediation there will be an O&M (Operations and Maintenance) period to check for things such as a breach in the fencing, erosion, mowing of native grasses, water, etc. ENTAC and Littleson will be responsible for this until development with EPA and UDEQ oversight.
The groundwater design is final and the wells are being sampled now. The wells need to abandoned before the site is re-graded. After the protective covers are in place the monitoring wells will be reinstalled. There will be water usage controls placed over a portion of the plume. Continued groundwater monitoring will be done to insure that the plume does not impact the Jordan River.
The design for the Riparian Zone is still developing. The riparian zone clean up will be similar to that on OU2.
Some residential land uses will be allowed with IC’S (institutional controls)
The OU2 (Operable Unit) ROD (Record of Decision) modifications sets up the process to demolish building on MRRC property or allows them to remain if the new owner can stabilize in a proper and timely manner. This clarifies the asbestos requirements for demolition.
The community asked if EPA would host a web site with real time air monitoring data.
It was also asked if the plan is to accommodate roads on the site. The answer was yes to the roads for an at grade crossing. There may be a fill deficit and some will need to be added.
The community was told that most of the tuck traffic would remain on site as the majority of the materials are being re-graded and kept on the site.
The Category I materials are toxic and will be removed to an approved facility.
Category II and III will remain on site.
400,000 cubic yards of clean fill will be added to the site.
The property owner has negotiated with the city and will develop in phases.
131 acres of OUI are north of the Jordan River Blvd.
The realistic absorption rate for development at the site is probably 20-25 years to build out.
The Planning and Zoning Commissions and the City Council will hold public hearings as regarding the site re-development. Midvale City has a web site where it publishes all of its meetings.
It was asked how sure are we that UTA will build a spur at the site?
The ultimate goal of EPA is that the site remain protective for human health and the environment.
It was asked where the money is coming from to clean up the site?
OUI and OUII has 40-40 million in a special account from the settlement. The extra moneys will be coming from Superfund.
